Everyone loves hoodies, but they were definitely not as prevalent as t-shirts, long sleeve or short sleeve.  Obviously the cost of hoodies was significantly more than a basic tee, so hoodies from the 1st and 2nd generations of streetwear are much more rare than later waves.  Skate culture brought hoodies into mainstream popularity in the late 90s and early 2000s and that influence is still evident in current streetwear as well as pop culture and fast-fashion.
